An apparently irked President William Ruto sternly warned directors of key government agencies on Thursday, November 28. He questioned their actions that are reportedly frustrating the government’s efforts in digitizing public services.
The Head of State then castigated the officials for their alleged involvement in what could be considered misusing public funds with no one to ask them a question. Among the companies he listed include the Energy and Petroleum Regulatory Authority (EPRA), Kenya Ports Authority, KPA, and the country’s electricity company, Kenya Power Company (KPLC).
The President delivered a speech to the guests gathered at the First Anniversary event of the eCitizen Directorate, held at the Kenyatta International Convention Centre in Nairobi. The leader has observed that there are 34 agencies that have yet to fully comply with his directive to integrate their essential services onto the eCitizen digital platform.
Ruto mentioned that these entities have not fully incorporated government services into their departments on the platform as requested.
Ruto then handed the agencies a one-week ultimatum to comply with the directive, failure of which they might have to look for an exit. Ruto warned that they have one week to comply; otherwise, they are free to use the door.
Clearly unhappy, the President then went ahead to name all 34 state agencies that had not complied with the directives, reiterating that they were contributing to the revenue shortfalls.
Ruto said that this was because these institutions had not implemented his directive to route their services, payment collections, and revenues through the eCitizen platform so that the Treasury can monitor what comes into the country carefully.
Ruto gave the example of some state corporations that, although they had initially registered on the eCitizen platform, were still doing things in secret, using old systems of making payments to avoid the Treasury’s detection of their revenues.
He said government agencies still use the eCitizen platform, but sometimes they prefer other means of payment, like partnering with some banks through gaming options.
He requested that the presidents and chairmen of well-known companies have it obeyed within three days and present a report immediately to his office.
