Ruto assures tax policies which benefits internet users.
President William Ruto said that the government intends to announce favorable tax policies to enable people to use their smartphones and access the internet freely.
Speaking during eCitizen’s first anniversary celebration in Nairobi, on Thursday, November 28, the President revealed that the government will make sure data will be accessible to all citizens easily.
At the meeting, President Ruto tasked ICT Cabinet Secretary Margaret Ndung’u with ensuring that the Internet is available and affordable for all Kenyans.
Ruto said his administration has invested heavily in improving technology through expanding the national fiber optic network to ensure that the Internet is more affordable for all Kenyans.
President Ruto noted that the digital ICT ecosystem, in its entirety-from cyber cafes to mobile device shops and related businesses, created an enabling environment instrumental in job creation, generation of wealth, and economic growth.
He said they had formulated favorable tax measures and incentives that ensured no one was left behind from owning a smartphone and access to data.
President Ruto reiterated that technology is very key in ensuring service delivery. He added that his government would embrace Artificial Intelligence to complete its projects.
According to Ruto, AI provides opportunities for improvement on the levels of transparency within operations and developing intelligent systems. For instance, an AI-driven chatbot that exists on eCitizen is able to promptly respond to queries, saving time and therefore reducing the possibilities of corruption.

As per the Tax Laws and Business Procedures (Amendment) Bill, the government intends to increase the excise duty on Internet and telephone services by 5 percent, raising it from 15 percent to 20 percent.
