Former IEBC Chair, Issack Hassan, to lead the IPOA Board.

On Tuesday, November 12, President William Ruto smoothly nominated Ahmed Issack Hassan as the chairperson of the Independent Policing Oversight Authority (IPOA)  among several new significant state appointments to government agencies.

During the announcement, the Head of State highlighted Hassan’s suitability for the position based on his extensive experience in the legal field and leadership of the Independent Electoral and Boundaries Commission (IEBC).

He mentioned that the nominee is a seasoned Advocate of the High Court of Kenya, possessing three decades of expertise as a legal professional and consultant across different nations such as Kenya, Somalia, South Sudan, Namibia, and Afghanistan.

Mr. Hassan has obtained a Bachelor’s Degree in Law (LL. B) from the University of Nairobi, a Postgraduate Diploma in Law from the Kenya School of Law, and a Diploma in Contemporary Public Administration Management from Galilee International Management Institute, Israel.

Moreover, Ruto has put forward seven other individuals to join IPOA, including Ann Wanjiku Mwangi, Micah Onyiego Nyakego, Boniface Kipkemoi Samati, Annette Mbogoh, John Muchiri Nyaga, Kenwilliams Nyakomitah, and Jackline Lukalo Mwenesi.  They will undergo vetting procedures alongside Hassan for potential appointment to the authority.

Ruto has also selected Charles Orinda Dulo, who is expected to become the next Ombudsman of the country after the vetting process,  taking on the role of Chairperson of the Commission on Administrative Justice (CAJ).

Dulo is one of the original members of the faculty at Daystar University’s School of Law, where he continues to impart knowledge as a lecturer. He has shared his expertise in law through lectures at several universities such as Strathmore University School of Business, Daystar University School of Law, and Jomo Kenyatta University of Science and Technology (JKUAT) School of Law.

“In the appointment document, Ruto stated that he obtained a Bachelor’s Degree in Law (LL. B) and a Master’s Degree in Law (LL. M) from the University of Nairobi, along with a Postgraduate Diploma in Law from the Kenya School of Law. “

Charles Njagua Kanyi, the former Member of Parliament for Starehe, has been  given an opportunity to serve the public by being nominated as a member of the CAJ, together with Dorothy Jemator Kimengech.

The President has recently appointed new nominees to serve on the Salaries and Remuneration Chairperson Commission (SRC), with Sammy Chepkwony being introduced as the newly designated chairperson.

 

Chepkwony will join the SRC along with six other members, which include Martin Kizito  Ong’oyi representing the Defence Council and Mohamed Aden Abdi representing County Governments, upon approval by Parliament.

Additional members consist of Leonid Ashindu, Gilda Odera, Geoffrey Apollo Omondi, and Jane Gatakaa Njage.

The President has also selected individuals to serve on the National Gender Equality Commission (NGEC), with Rehema Dida Jaldesa being tapped as the chairperson nominee. Jaldesa has held a range of leadership roles in the past three administrations, with a notable position in the twelfth parliament as the Isiolo County Women Representative.

Moreover, the Head of State has put forward a nominee for the role of Second Deputy Governor of the Central Bank of Kenya. Professional banker Gerald Nyaoma Arita has been selected for this position.
