Governor Natembeya; Clarify regarding a Ksh70 million milk supply

This, however, has exposed Trans-Nzoia County Governor George Natembeya to increasing accountability for the irresponsible use of county resources.

At his appearance before the Senate, the Governor seemed to be at the task of explanation on the implementation of specific programs without requisite approvals.

Among others, senators sought clarification on the milk program that cost Ksh70 million, provision of learning materials for ECDE, and also on the status of the uninsured county employees, where the governor was called upon to give more information.

Allan Chesang, Senator of Trans-Nzoia and a member of the education committee, asked the governor to explain why the county does not provide medical insurance  to cover teachers, health workers, and other staff.

It also sought from the insurance company policy documents supporting the governor’s claims.

Senator Chesang noted that he believes there might be an insurance cover present, which the county government procured to cover all employees and not just the ECDE teachers, and requested to see the documentation.

The committee was also concerned with the move by the county to approve a pilot feeding program at a cost of Ksh 70 million.

Governor Natembeya explained that the county found a supplier who wanted a full payment in advance, adding that they told him the money would be paid when he supplied the milk, which was not acceptable to him, leading to the cancellation of the tender supply.

The county later moved to look for another supplier, and they had to pay the original supplier Ksh7 million as compensation for the milk he had supplied before the cancellation of the tender.

The person awarded the milk provision tender said he was no longer able to fulfill that commitment. Governor Natembeya told the committee that indeed he was paid Ksh7 million for the milk he had supplied.

He said that there were ongoing consultations with the new KCC to ensure that  the balance of Ksh63 million is paid.

The committee should ensure that the funds allocated to supply milk to ECDE institutions every fortnight are accounted for.
