Julius Gaya, Speaker of Homa bay resigns amidst impeachment.

Julius Gaya, the Speaker of Homa Bay County Assembly, has gracefully stepped down from his position, appearing to tactfully avoid facing impeachment.

Gaya tendered his resignation shortly before an impeachment motion was set to  be initiated during a scheduled session on Tuesday, November 12.

The Deputy Speaker, Okings Okomo, elegantly disclosed Gaya’s resignation on the house floor, emphasizing the procedural nature of the entire process upon receiving Gaya’s resignation letter from the clerk.

Distinguished members, I wish to inform you that I have received the resignation letter of Hon. Julius Gaya as the Speaker of Homa Bay County Assembly. The letter was addressed to the Clerk.

 

 

 

I would like to kindly mention the provision outlined in standing order 14A (1), which states that a speaker planning to step down from their position should submit a resignation letter to the clerk.

The news was quickly greeted with the distinct sound of feet stomping from County Assembly members, openly showing their pleasure at Gaya’s resignation.

Okomo stated that Gaya expressed his gratitude in his resignation letter, appreciating the members for allowing him the opportunity to serve as the third Speaker in the Assembly following the enactment of the new Constitution.

Gaya assumed the position in September 2022 following the General Election. During that period, Gaya emerged as the preferred candidate of the MCA as he convincingly defeated his main competitor, former Gwassi North MCA Evans Marieba, to secure the position.

In a resounding victory, 40 of the 54 MCAs supported Gaya, leaving just 14 aligned with Marieba. Gaya’s win held great importance as he was unable to retain his Central Karachuonyo ward seat in the 2022 general election.

It is still uncertain what exactly happened during Gaya’s time in office. Surprisingly, the same MCAs who supported him right after the 2022 election are now behind an impeachment motion against him.

He was scheduled to address the entire assembly on Tuesday for the impeachment motion against him but chose  to resign prior to the proceedings. The reasons for his impeachment are still uncertain.

Soon after Gaya resigned, Deputy Speaker Okomo declared that there was now an opening for the Speaker’s position.
